Garfield / Green Street Area Potential Historic District Grant Award

At the April 3, 2023 meeting, City Council approved the Planning Department to apply for a FY 2023 federal Historic Preservation Fund pass-through grant in the amount of $24,000 with a 40% local match in the amount of $16,000 to support services for a National Registry Nomination for the Garfield/Green Street Area.

The Historic Preservation Fund (HPF) is a federal matching grant program that supports state and local preservation projects and programs. HPF funds are made available to the State Historic Preservation Office through the National Park Service, United States Department of the Interior and are passed through to Certified Local Governments. Statesville is a Certified Local Government in good standing relating to the existing national registry historic districts in the city limits.

Last month (September 2023), the Historic Preservation Fund Grant Program awarded the City of Statesville $29,000, an additional $5,000 than requested, with a required local match of $16,000. The additional funding from the Historic Preservation Fund will not increase the match from the city. The total project allowance is $45,000.

City Council accepted the grant and approved the matching funds of $16,000 at the October 2 meeting. The next step is to develop a Request for Proposals to select a project consultant with the State Historic Preservation Office.

The Garfield/Green Street Area has been identified as a potential national registry district with regards to cultural, social, and architectural significance. During June 2022, the area was placed on the North Carolina Study List for the National Register of Historic Places. The proposed district measures 94 acres and contains approximately 230 parcels. There are approximately 129 residential structures in the area which are over 50 years of age.
